Roverway is a European event for Scouts and Guides aged 16-22, which takes place every 3-6 years.
The next Roverway will take place in Norway in summer 2024, and Scouts is organising a contingent of participants and International Service Team (IST).
The event is divided into three parts:
- A semi-independent exploration in Southern Norway
- A jamboree-style main camp experience near Stavanger
- A post-event experience for the UK Contingent
Participants must be either Explorer or Network members, born between 1 August 2002 and 22 July 2008.
Participants are arranged in patrols of 5-8, including a Patrol Leader and Assistant Patrol Leader born before 2 January 2006.
West Lancs Scouts have been offered a Patrol of up to 8 people but we have to be quick. We need to have names in place by early May.
The UK Contingent fee for UK-based participants is £1,999. The fee includes travel from the UK, meals, travel in-country, the event cost, a post-event experience, return travel, and the kit package. It also funds our regional training events in Autumn 2023 and a training event for Patrol Leaders in 2024.

SELECTION
As Scouts, we act with integrity and we believe that everyone, regardless of their background, should be able to be involved in Scouts and be inspired to apply for international opportunities.
Our proposed application process is built around two ideas – the ballot, and scouting criteria.
The ballot system is simple – it means that rather than first-come-first-served approach, all applications will be considered if they are received before the application deadline.
The criteria enable us to find Scouts who will benefit most from the chance to take part in an international Scouting event, and who may have, in the past, not felt inspired or able to apply.
For each of the criteria that an applicant fits, they will receive an additional entry into the ballot. The criteria are:
- Has ever been eligible for Free School Meals.
- Has never attended another World Scouting event (World Scout Jamboree, Moot or Roverway).
- Has never had an international Scouting experience (i.e. never been abroad with Scouts).
- Has never attended a UK-based international event (such as Red Rose, EssexJam, Chamboree and NORJAM).
These criteria are based around the results from our inclusivity research, which outlined several key factors which have prevented or discouraged some Scouts from applying in the past. The criteria are designed to redress this imbalance and it does not guarantee anyone a place.
