Trustee Board Self-Declaration
As part of the Charity Commission’s regulatory guidance following the Prevention of Future Deaths notice, West Lancashire Scouts must confirm that all Group and District Trustee Boards have formally discussed the February 2026 National Advisory Note issued by The Charity Commission for England and Wales.
The note sets out the steps Trustees must take to implement safety and safeguarding commitments made following the April 2024 Prevention of Future Deaths Report, and to ensure compliance with our policies to protect everyone involved in Scouting.
This form should be completed by the Chair, Secretary, or Lead Volunteer of the relevant Trustee Board to confirm compliance.

Groups with small or limited Trustee Boards

- If your Group only has one or two listed Trustees, they should still complete the form on behalf of the Group and upload a brief record of the discussion (this can be an informal note if no formal minutes exist).

Groups without a functioning Trustee Board or Group Lead Volunteer:

- These should now be covered by the District Trustee Board. The District must discuss the advisory note in the context of oversight for these Groups and record this in their District Trustee Board minutes. A single declaration should then be submitted at District level.

Please coordinate locally to ensure that all Groups are appropriately accounted for—whether via their own submission or through District.
